A brief introduction
Aragon is one of the 17 Autonomous Communities in Spain with almost all competences in environm. issues: env. quality, climate change, forestry, sust. develop., water man., biodiversity and env. management. The Ministry of Agriculture, Livestock and Environment of the Government of the Region has the competence to approve environmental laws and execute them within in its territory.
Water Treatment and Water Quality Plans stand out as the main activities of the Ministry of Agriculture, Livestock and Environment of Aragon. The Special Water Treatment Plan is one of the most ambitious of all Europe, with an investment of 1,500 millions of euros, constitutes an extraordinary global action in wastewater treatment that has been used as a good practice example by the OECD. Moreover, Aragon has expertise on env. social awareness campaigns, which have been subject of interest of DG Communication at EU Commission, as well as on giving out env. training to social society and achieving social participation at regional env. policies.
The extreme water conditions in Aragon region as well as the particular geographical conditions make of Aragon an excellent partner for the exchange of experiences with other EU regions. 28% of the Aragonese territory suffers a high level of risk desertification and 50% suffers a medium risk. The hydrologic balance in Aragon is negative in a 92% of the territory as the 300 liters of annual rain water are mainly lost due to evaporation. All these circumstances make of Aragon an expert on water scarcity and drought management.
Thanks to this project Aragon will improve its policy on water and climate change issues management and will implement both technical and political improvements in the mentioned fields, The main aim is to improve social society quality of life as well as to allow people to enjoy a healthy environment with sufficient water and water of quality.
